World Bank to spend $60m on projects in Edo

The World Bank has concluded plans to pump $60 million into projects in Edo State following the pass mark given to the government by the bank for the ongoing projects in the state.
The new World Bank Country Director, Marie Francoise Marie-Nelly disclosed this during a visit to the State Governor, Comrade Adams Oshiomhole at the Government House in Benin City, just as the state government revealed plans for two 450Mw Independent Power Projects totaling 900Mw to be sited in the state to boost the nation’s power generation.
According to Francoise Marie-Nelly, “since the state’s policies are very clearly laid out, we have received the go-ahead to proceed. I will like to mention that the amount has been slightly reduced in our discussion with the government because the amount that was approved in the national budget plan is $60 million”, she noted.
According to her, “we had contemplated having $75 million, but I think what is important is to start doing something. So Mr. Governor, I am pleased to visit you just three weeks after coming to Nigeria and I look forward to start visiting the project sites to see the achievements.
“I think there is a reason why Edo is the first State that I’m visiting, first of all my team informed me that there is a dialogue that has developed between the World Bank and Edo State on the achievements you have made. I have done my homework before coming and I have noticed that Edo state’s social indicators are above the national average”, she noted.
According to her, “I would like to commend you on your performance and to encourage you to continue because you can certainly do even more”.
Edo State Governor, Comrade Adams Oshiomhole who said he has been able to make a bold statement that Edo State can work despite its lean resources noted that there are lots of challenges which government has not been able to address, but however assured that he would sustain the on-going urban renewal projects.
“We admit that we have not been able to fix even ten percent of the problems of the state, but we have been able to show that the state can work”, he added.
He noted that the state has the largest gas deposit in the country and that plans are on to make the state the energy hub of the country. He also disclosed that work is ongoing on a 450Mw Independent Power Plant in the state while plans are afoot for another 450Mw power plant, noting that when the two power plants come on stream, it would effectively solve the electricity problem in the state which requires only 400Mw.

The Philadelphia 76ers and restricted free agent Andre Iguodala have agreed to a six-year, $80 million contract, league sources tell ESPN.com.
The athletic and exciting 6-6 forward/guard has improved his scoring average in each of his first four seasons, and promises to be a mainstay on a Sixers team that recently signed former Clippers big man Elton Brand to an estimated $82 million free-agent contract.
Iguodala
Point guard Andre Miller, center Samuel Dalembert, and promising bench players like Thaddeus Young and Louis Williams make the Sixers an emergent force in the East. The young team managed to extend the Detroit Pistons to six games in the opening round of this year's playoffs -- and that was even before it added one of the NBA's best post scorers in Brand. Now the Sixers will be a popular pick to join the league's elite for many years to come.
If the Sixers had not been able to sign Iguodala, the 24-year-old could have played this season for them after signing a qualifying offer, which would have made him an unrestricted free agent next summer. In that scenario, the Sixers could have lost their most exciting young star without any compensation.
Iguodala and the team had an opportunity to work out a contract extension last summer but could not come to an agreement. Talks this offseason moved slowly until the last 24 hours, when, sources say, the team significantly increased its offer.
Although the basic terms of the deal have been agreed to, the new contract has yet to be finalized and signed.
76ers president and general manager Ed Stefanski took over a franchise on the wane last December, replacing the fired Billy King. The franchise had been the talk of the NBA as recently as 2001, when Allen Iverson and Larry Brown took the organization on a thrill ride to the NBA Finals, where the Sixers briefly held a lead in the series against the Los Angeles Lakers.
However, upon Stefanski's arrival, Iverson had long since been traded to Denver, and the remaining pieces in Philadelphia were unproven. Stefanski encouraged coach Maurice Cheeks to play some of the young bench players King had drafted, in part to help Stefanski assess their value as he made long-term plans. To many people's surprise, the young players played impressively and the team began to win, managing to atone for a 5-12 start with a 40-42 record and the seventh seed in the East.
Against the Pistons in the first round, the team recaptured some of the optimism that had been missing for the past several years. Iguodala did not distinguish himself in the series, shooting just 33 percent from the field while averaging more than four turnovers per game behind the defensive pressure of Detroit's Tayshaun Prince. Nevertheless, his negotiating power with the team had increased thanks to the team's strong finish in the regular season, and then the signing of Brand.
The long-term commitment to Brand put pressure on the organization to win sooner rather than later -- or risk wasting a massive investment -- and coming to terms with Iguodala became almost an essential part of the Sixers' message to sponsors, season-ticket holders and fans that the team was rejuvenated.
Iguodala had started the summer as one of many promising NBA free agents, but had seen nearly all of the big names, including Josh Smith, Emeka Okafor, Luol Deng, Andris Biedrins, Baron Davis, Brand and Josh Childress, agree to lucrative deals.
Sources with knowledge of the negotiations say that over the past 24 hours, the Sixers became convinced that their previous highest offer, believed to be slightly less than $70 million, would result in Iguodala signing a qualifying offer and playing one season in Philadelphia before testing the open market next summer.
In short order, the team emerged with a much higher offer, to which Iguodala quickly agreed.
Many of the details of the contract are still to be worked out, sources say, including incentive clauses that could increase the value of the deal beyond a base compensation of $80 million.
Iguodala is a Nike athlete, however he continues to look for new sneakers. Sometimes in his free time, he will shop at various boutiques, as well as read Internet sites such as Nike Talk. His latest purchase were the Nike Air Yeezy…the newest shoe from artist Kanye West.

I am sad to announce the death of my junior sister, Princess Adetohun Iyi-Eweka on Oct 9th, 2011 in Chicago, Ill. She was on a visit to USA. She is survived by the members of the Benin Royal Family, two daughters, a son and grand children.

Edo Nations in Diaspora mourn the death of Pharmacist Paul Egesionu murdered on a visit to Nigeria

By now most of you must have heard about the senseless killing of one of us Pharmacist Paul Egesionu who was murdered while on a visit to Nigeria. Mr. Egesionu is the husband of our sister Mrs. Esther Egesionu a staunch member of Benin Club of Massachusetts. Our hearts are completely broken over the senseless death of one of us. I visited with the family last night and I can tell you that our sister and her family are completely devastated by this. I will provide her telephone number to you at a later date. If you are able to visit please do so.
At this time the family and friends have decided to take up donations to assist with the investigation in Nigeria. I am one of the people selected to help collect donations. You can also drop off your donations at the family house with Chidi Nwosu the nephew of Mr. Egesionu. Nothing is too small. I will provide you with updates as I get them. The remains of star actor Sam Loco Efe was laid to rest on 21 October 2011 in Benin City his home town in accordance with the Benin tradition,
While addressing the press, his first son, Mr. Bismarck Nosakhare Efe, informed that a committee has been set up for the purpose of the burial in Benin City to be called Sam Loco Efe Burial Committee/ Foundation.
On the number of children the deceased left behind, Mr. Bismarck told the press that they were six in number and that he was the first son.
He said three of the other siblings were abroad and that one has just finished from the law school.

PERHAPS, members of the Sam Loco Efe burial committee didn’t envisage that the lying-in-state ceremony for the deceased artiste held last Friday in Benin City would attract a large crowd. The main auditorium of the fast deteriorating Oba Akenzua Cultural Centre, Benin City proved inadequate for the crowd that the ceremony attracted.
The auditorium which ordinarily seats about 1000 people couldn’t contain the crowd that turned up as early as 6am (for a ceremony scheduled for 10am) to pay their last respect to a man they roundly described as an icon of the make-believe profession. In fact, the crowd outside, who could not gain entry into the near two decades and half old culture edifice that is in dire need of rehabilitation, could fill the Ogbe Township stadium where a novelty football match in honour of the deceased actor held the previous day.
They came from the North, South, East and West and from all the states with chapters of associations and guilds like the Actors Guild of Nigeria (AGN), Association of Movie Producers (AMP), Directors Guild of Nigeria (DGN), and the Creative Designers Guild of Nigeria (CDGN).
They all wanted to catch a glimpse of their hero, mentor, kinsman, colleague, acting uncle and role model who passed on August 7 in Owerri. Crowd control was almost impossible. In fact, the situation almost got out of hand if not for the timely intervention of the advance team of security agents attached to the Edo State governor. Even then, some important dignitaries — colleagues of the later actor including journalists who travelled from far to witness the burial ceremony were shut out of the event as soon as Governor Adams Oshiomole and some members of the state executive council including the Commissioner for Culture and Tourism, Jemitola Anina Comis took their seats in the damp and badly lit auditorium.
“This is not fair,” an elderly man who described himself as a fan of the actor screamed from outside, just a few meters away from where the hummer jeep that conveyed the actor’s body from the Stella Obasanjo hospital was parked. “Sam Loco was a man of the people. Am not sure he will be happy wherever he is, that people who came from far to pay their last respect to him were locked out. This could have been held in an open field,” he hollered, gaining nod of approval from other irate fans.
Inside, some ladies dressed in native costumes sat round the casket in a hot-shoe formation. They formed part of a band of singers and local musicians who performed at the brief lying-in-state ceremony that preceded the equally crowded Christian church service held at the Baptist Church on TV road, Benin City. Tributes reigned from there on until the actor was interred. Governor Adams Oshiomole who reportedly cut short his trip out of the city to pay his last respect set the tone for the rain of tributes. He described the actor as an icon and a first-rate performer, whose contributions to the entertainment and movie industry in Nigeria cannot be quantified. According to the governor, Sam Loco wrote his own history by his works, a reason he enjoined the family and friends of the actor not to mourn him but to be proud to say “I am the son or daughter of Sam Loco.”
The governor also noted that the actor who is survived by six children did the state proud in his lifetime. He remarked that the state would forever be grateful to Sam Loco Efe for lifting the state’s banner and for also carrying “the fighting spirit of the Edo man even till death.”
The governor further said: “Many governors sent me condolence messages. It shows that he was a man of the people. Sam Loco brought the name of the state to limelight through his comic plays and as he performed he carried the great qualities of our people. Sam Loco by his contribution simply cannot possibly die because his works will be played back and even children yet unborn will be able to watch and see his contributions.”
He then promised that the state government would immortalise artiste in recognition of his invaluable contributions. “We will immortalise Sam Loco by naming a street after him. It will be a street that has been rehabilitated not one with potholes so that when people drive through, they will appreciate the good works of Sam Loco Efe,” the governor said.
Commissioner of Culture and Tourism, Jemitola Anina Comis; President of the Actors Guild of Nigeria, Segun Arinze; and the out-going President of the Association of Movie Producers, Paul Obazele took turns to pay glowing tributes to the actor who would have been 74 in December.
Arinze expressed appreciation to the governor for the decision to immortalise the actor whom he described as a mentor. The actors’ president described the honour to name a street after the artiste as an honour for all actors in Nigeria. “I may or may not be right, but I think this is about the first time in recent history that an actor will be so immortalized,” Arinze said, who spoke shortly before the eldest son of the late artiste, Pastor Bismarck Efemwenokiekie.
The younger Efe similarly expressed appreciation to the government and people of Edo State for their roles and efforts to accord his late father a burial befitting his status.

Even then, some important dignitaries — colleagues of the later actor including journalists who travelled from far to witness the burial ceremony were shut out of the event as soon as Governor Adams Oshiomole and some members of the state executive council including the Commissioner for Culture and Tourism, Jemitola Anina Comis took their seats in the damp and badly lit auditorium.
“This is not fair,” an elderly man who described himself as a fan of the actor screamed from outside, just a few meters away from where the hummer jeep that conveyed the actor’s body from the Stella Obasanjo hospital was parked. “Sam Loco was a man of the people. Am not sure he will be happy wherever he is, that people who came from far to pay their last respect to him were locked out. This could have been held in an open field,” he hollered, gaining nod of approval from other irate fans.
Inside, some ladies dressed in native costumes sat round the casket in a hot-shoe formation. They formed part of a band of singers and local musicians who performed at the brief lying-in-state ceremony that preceded the equally crowded Christian church service held at the Baptist Church on TV road, Benin City. Tributes reigned from there on until the actor was interred. Governor Adams Oshiomole who reportedly cut short his trip out of the city to pay his last respect set the tone for the rain of tributes. He described the actor as an icon and a first-rate performer, whose contributions to the entertainment and movie industry in Nigeria cannot be quantified. According to the governor, Sam Loco wrote his own history by his works, a reason he enjoined the family and friends of the actor not to mourn him but to be proud to say “I am the son or daughter of Sam Loco.”
The governor also noted that the actor who is survived by six children did the state proud in his lifetime. He remarked that the state would forever be grateful to Sam Loco Efe for lifting the state’s banner and for also carrying “the fighting spirit of the Edo man even till death.”
The governor further said: “Many governors sent me condolence messages. It shows that he was a man of the people. Sam Loco brought the name of the state to limelight through his comic plays and as he performed he carried the great qualities of our people. Sam Loco by his contribution simply cannot possibly die because his works will be played back and even children yet unborn will be able to watch and see his contributions.”
He then promised that the state government would immortalise artiste in recognition of his invaluable contributions. “We will immortalise Sam Loco by naming a street after him. It will be a street that has been rehabilitated not one with potholes so that when people drive through, they will appreciate the good works of Sam Loco Efe,” the governor said.
Commissioner of Culture and Tourism, Jemitola Anina Comis; President of the Actors Guild of Nigeria, Segun Arinze; and the out-going President of the Association of Movie Producers, Paul Obazele took turns to pay glowing tributes to the actor who would have been 74 in December.
Arinze expressed appreciation to the governor for the decision to immortalise the actor whom he described as a mentor. The actors’ president described the honour to name a street after the artiste as an honour for all actors in Nigeria. “I may or may not be right, but I think this is about the first time in recent history that an actor will be so immortalized,” Arinze said, who spoke shortly before the eldest son of the late artiste, Pastor Bismarck Efemwenokiekie.
The younger Efe similarly expressed appreciation to the government and people of Edo State for their roles and efforts to accord his late father a burial befitting his status.

Olaide Taiwo, 35, hijacked the identities while working as a security guard for a number of large national companies.
He then used the names to claim tens of thousands in working tax credits.
This week he was jailed for eight and a half years – the highest ever sentence for tax credit fraud in the UK.
Taiwo is understood to have arrived illegally in Britain in 2003 with his wife. Although three applications to stay in the UK failed, in 2005 he was granted discretionary leave to remain.
It was during this period that his scam began. The father-of-two submitted more than 300 fraudulent tax credit claims between June 2004 and July 2009 worth over £1million.
When he was arrested, investigators found an 'identity thieves' paradise', with stacks of fake passports and driving licences and £70,000 in cash lying around his council flat in Camberwell, South-East London.
The property was littered with paperwork detailing the names, addresses and national insurance numbers of hundreds of people which he had taken from employee payroll records at dozens of companies around London where he had worked as a security guard.
They also found templates for making false passports, birth certificates, NHS cards and driving licences.
Taiwo used the identities to open hundreds of bank accounts for the benefits to be paid into, but HM Revenue & Customs became suspicious about the multiple tax credit applications and arrested him in July this year.
They believe he was the ringleader of an organised criminal network which included his sister-in-law who worked for a job centre.
But the rest of the gang are thought to have fled to Nigeria. Taiwo also tried to leave the country but he was arrested again on August 6 last year.
He was found guilty at Inner London Crown Court of fraudulently obtaining payments of tax credits, by using the names and addresses of individuals without their consent and acquiring criminal property.
Sentencing him, Judge Simon Davis ordered that he be deported at the end of his eight and a half year sentence.
He said: 'This is a fraud on a substantial scale.
'You lied and sought to manipulate with ease and confidence and with an arrogance that was astonishing.
'You were intimately connected with every aspect of the fraud, stealing real details of real people to commit identity fraud on the large scale.'
Another member of the gang, Taiwo's sister-in-law Olajumoke Ademuyiwa, 42, a Jobcentre Plus employee, was also found guilty of fraudulently obtaining tax credit payments in an earlier hearing.
Ademuyiwa opened the bank accounts into which the benefits were paid, but she is not thought to have used her role as a job centre worker to make false claims.
Her husband, Oluyemi Amidu Taiwo – Taiwo's brother – is thought to have fled the country. She is due to be sentenced in April.
Richard Young, senior investigating officer for HMRC said: 'This pair blatantly hijacked the identities of over 350 innocent people and stole from British taxpayers by submitting over 300 fraudulent tax credit claims.
'They deliberately attacked and abused a system designed to provide financial help to the most vulnerable people in our society.'

From the Senate came the gloomy news yesterday that the financial accounts of 27 states are in the red as some of them have been declared either “distressed” or “gloomy.”
Only Abia, Akwa Ibom, Anambra and Jigawa states were given a clean bill of health. The six states that are in financial distress are: Kano, Sokoto, Niger, Zamfara, Katsina and Osun.
Those deemed critical are: Ekiti, Plateau, Benue, Edo, Borno, Adamawa, Cross River, Enugu, Taraba, Ogun, Kogi, Yobe, Ebonyi, Ondo and Kaduna.
In the unhealthy cadre are: Oyo, Bauchi, Bayelsa, Nasarawa, Gombe and Rivers while Imo, Kwara, Lagos, Kebbi and Delta were given the ‘tolerable’ tag.
The data was sourced from the Nigerian Governors’ Forum (NGF) Labour Policy Report, 2011 as contained in a motion titled: Looming danger of bankruptcy in states: The need for fiscal evaluation, sponsored by Senator Olubunmi Adetunmbi (ACN, Ekiti North).
To forestall the looming catastrophe, the Senate advised the Federal Government to expeditiously review the revenue sharing formula in favour of states and local governments. The Upper Legislative Chamber also directed its Committees on Finance, National Planning; States and Local Governments to study the situation and submit remedial measures to avoid total collapse of the economy of the affected states. Senator Adetunmbi had alerted the Senate of the “great fiscal challenge and looming danger of insolvency as well as bankruptcy facing the states as a result of growing wage-bill associated with the implementation of the minimum wage and other recurrent responsibilities of the states.
“A recent research by the NGF revealed that 20 states face the prospect of unstable and unfavourable financial standing, given the high percentage of their wage-bills to the total revenue accruable to them. Armed with the data, Adetunmbi noted that in most states, the private sector is weak and unable to generate economic growth and jobs that are required, thereby making the states and local governments the largest employers of labour with attendant fiscal imbalance.
“The bulk of the revenue of these states is currently financing payroll of the civil service which constitutes less than 4% of the total population in all states; if this trend continues, many of the states would become financially insolvent and increasingly handicapped to finance real sectors and drive economic growth, job and improved livelihoods,” he said.
He told the Senate that “most state governments now rush to the capital market to raise long-term bonds to finance development projects”, which if misused, would spell doom for their future and the financial quagmire of states.
Some of the state governments that have taken this route of funding between 2002 and 2011 are: Lagos (series 1-N50bn; series II-N57.5bn), Imo (N18.5bn); Kwara (N17bn); Niger (N6bn); Bayelsa (N50bn); Kaduna (N8.5bn); Ebonyi (N16.5bn); Ogun (N50bn); Delta (N5bn) in 2007); Kebbi (N3.5bn) in 2006; Lagos (N15bn) in 2002 and Yobe (N2.5bn) in 2002.
Adetunmbi called for urgency in the review of the revenue sharing structure among the federal, states and local governments in view of the “financial quagmire” of affected states. Contributing, Senate Leader Victor Ndoma-Egba, canvassed a merger of states and slammed the practice of state governments going cap in hand to Abuja for revenue, adding that, “there is federalism more in name than in practice.”
Also, Chairman of the Niger Delta Committee, Senator James Manager, re-echoed the call for merger of states and asserted that “all the states are distressed. Something has to be done. So many states are not supposed to be states because they have nothing to offer, they are burdens on Nigeria. Those not viable should be merged with the viable ones, hence, the imperativeness of fiscal federalism.”
Minority Whip Ganiyu Solomon noted that the revenue formula is long overdue for review, adding that there was too much concentration of power at the centre. Corroborating Solomon, Senator Ahmed Lawan submitted that the states were not getting their own fair share of the revenue, stressing, “it is totally unfair that the Federal Government should continue to get 53 per cent; it is not justifiable”.
Senator Sola Adeyeye queried the rationale for having “a Federal Ministry of Agriculture when there are no federal farms; communication, aviation, industry and housing when all the properties have been sold to the private sector.”
Thereafter, senators canvassed a review of the sharing formula from the Federation Account to further enrich the states and local governments as well as compelling the Federal Government to transfer some of its responsibilities to the lower tiers of government

The Benin palace has been thrown into morning following the death of Prince Godwin Akenzua, younger brother of the Oba of Benin, Oba Erediuawa.
A source in the palace who confirmed the death to newsmen in Benin on Wednesday, said that the late Prince Akenzua died in his sleep at the weekend. Until his death, Prince Akenzua, who died at the age of 80 was the Enogie of Okodighi.
According to the source, the prince was hale and healthy when he went to bed on Saturday night, but was later found dead by his family members around 11pm.
Meanwhile, Edo State governor Adams Oshiomhole has commiserated with the bereaved traditional ruler on the death of his younger brother.
In a condolence letter, Governor Oshiomhole said:
“I learnt with great shock and grief about the passing on of Prince Godwin Akenzua, the Enogie of Okodighi. I offer the condolence of the people and government of Edo State as well as my personal commiseration over the loss of His Highness.
“Our hearts are with our father, the Omo N’Oba, at this difficult moment. As the patriarch of the Akenzua family and as the Oba of Benin, we can appreciate how pained Your Royal Majesty would be over this incident.
“By his passing on, Prince Akenzua’s dukedom has lost a father figure, who dispensed goodwill and compassion with so much ease and grace. In essence, Edo State would indeed miss the services of a distinguished traditional ruler, who ably helped to share the burden of governance at the grassroots.
“We pray God to give Your Royal Majesty the fortitude to bear the loss of a beloved brother, a confidant and an esteemed elder of the Kingdom. As he joins his illustrious ancestors, we pray for the repose of his gentle soul and beseech God to comfort the family that he has left behind.”
